Expose all valid options/arguments to AboutLibraries/LicensePlist through the Expo plugin/RNCommunityCLI plugin options

For AboutLibraries, we can provide the gitHubApiToken

For LicensePlist, we can provide the --github-token and --add-version-numbers options
