[Admin Console] : Add instrument event and websocket handlers for metrics.

Wire AdminMetricsCollector into event accept/reject handling and WebSocket connect/disconnect so counters update in memory during normal relay operation.

Depends on #652 (metrics collector). No SSE endpoint or UI in this PR.
