[Admin Console] : Add cluster-aware /admin/metrics SSE endpoint

Will add GET /admin/metrics as an authenticated SSE stream with cluster-wide aggregation of in-memory counters (EPS, accepted/rejected, active connections, CPU/memory). Will reuse lightweight DB/Redis health checks in snapshots. No UI in this PR.
