RHEL-10 only support Network Manager's internal DHCP client

Instead of using an additional dhcp client dhcpcd, cloud-init can use the NM client directly.
This ticket is raised to track this work for RHEL.

For RHEL10, only network manager client is supported. Plus, there seem to be some confusion with our customers when they see a lease already available and dhcpcd is trying to get the lease again for cloud-init.
