release: bump marketplace.json to v3.14.2

The marketplace registry pinned cortex to 3.14.1; bumping in lockstep
with plugin.json + pyproject.toml so 'claude plugin update cortex'
actually pulls the new version. Also refreshed the description to
reflect the v3.14.2 features (47 tools, caller-qualified CALLS,
humanized panel).
