docs(readme): drop self-referential tagline + stars/forks badges; bump version badge

The README now lives in the Cortex repo itself, so "single-click distribution of
Cortex" + stars/forks badges pointing at cdeust/Cortex were circular. Replaced
with a neutral one-line description. Version badge 3.23.0 -> 3.24.0.
