Bug in Export Debugging Artifact option in Rules Editor

When we try to download Debugging Artifacts without switching to the test tab, the download does not start. But once we switch to the test tab the download functionality works properly on both pages the edit tab page and test tab page.

Steps To Reproduce:

1. Go to live rule editor and open any published rule.
2. Do not switch to test tab and try to download the artifacts.
3. The download won't start
