Use eBPF to get CPU time per core for each cgroup #558

Users in HPC context will find the CPU time per core very useful. However, doing it over the entire system is prohibitive due to the shear amount of data it produces. We can use eBPF to get these metrics and use a environment variable to make it configurable so only users will use the switch to enable this collection!
