Add TX_CONFIRMATION_TIMEOUT for challenger (#91)

* Add TX_CONFIRMATION_TIMEOUT for challenger

Expose CHALLENGER__TX_CONFIRMATION_TIMEOUT_SECONDS as an override knob
in mainnet.env and celo-sepolia.env. Defaults to 180s in docker-compose
to match the value the cLabs deployments use. Empty per-network value
falls back to the compose default.
