Disabling WireGuard proxy requires re-toggling “Do not route Private IPs (experimental)”

Bug

After disabling a WireGuard proxy, LAN devices are no longer discovered even though "Do not route private IPs (experimental)" is still enabled.

Workaround

Toggle "Do not route private IPs (experimental)" off and on again. After that, LAN discovery works normally again.

Expected

Private IP/LAN exclusion should keep working after WireGuard proxy is disabled, without needing to re-toggle the option.

Private IP/LAN exclusion should keep working after WireGuard proxy is disabled, without needing to re-toggle the option.

Re-toggling it re-creates the underlying VPN "tun device". May be this re-creation leads apps to recreate their sockets, and that's why this perhaps works. I don't think Rethink is at fault in as much as it tries very, very hard to never re-create the "tun device" unless absolutely necessary (to avoid breakages and/or leakages).
