build: prepare templates for v3.17.0

Describe what this PR does

• Set CSI_IMAGE_VERSION to v3.17.0 in build.env
• Update Helm chart image tags (ceph-csi-cephfs, ceph-csi-rbd) from canary to v3.17.0
• Update deploy YAML image tags for all drivers (RBD, CephFS, NFS, NVMe-oF) from canary to v3.17.0
