In conventions issue 369, we have drafted a new file which merges the existing rules for enhancements and rules for correcting defects to the CF conventions into the CONTRIBUTING.md file of the conventions repo. The merged file also includes some new text documenting procedures that haven't previously been written down. Comments on the new file should be made in the conventions issue, please, rather than here.
In this issue, I propose corresponding changes to the website, as follows:

Delete the links to the superseded rules files on the governance page, leaving just the links to the CF constitution and the 2006 white paper which preceded it. The short history of the rules which appears on that page is included in the new merged file.

Delete the rules.md and errors.md files in this repo.

Make a link to the new document on the conventions page. This is parallel to the link to the instructions for proposing changes to vocabulary which appears on the vocabularies page. Update the link to the conventions rules on the vocabularies page.

Make links to both the new merged CONTRIBUTING file and the vocabulary rules on the discussion page, and on the CF home page.
I have prepared PR #631 to make these changes to the website. The website as modified appears here, but note that its links are to the existing CONTRIBUTING file, not the new merged one.

Enhancement proposals must be approved by a member of the Information Management and Support Team, the Conventions Committee and Standard Names Committee, or the Governance Panel.
A proposer cannot approve their own enhancement.
After three weeks have elapsed for comments, if no objections are raised, the proposal can be approved and the proposal merged.
