This PR adds an Advanced CodeQL Workflow to accommodate our yara-x requirements. I considered using a container, but the permissioning for CodeQL was a bit weird, so for now we can use the GitHub-hosted Runner and eat the slower yara-x build time.
The Checks will fail while the Standard configuration is still in-use.
