This PR migrates golangci-lint to v2 which only involved installing the new version via
makeand then runningout/linters/golangci-lint-v2.1.6-x86_64 migrate; I re-added most of the comments after the fact.The only big change is that the
runtime.timeoutvalue is no longer needed because v2 defaults to no timeout.
