Description
- With Windows on ARM devices becoming more common, it would be useful to have official support for building Charm++ on Windows ARM64.
- Currently, running on WoA requires manual build changes and workarounds. Native ARM64 support would improve performance significantly compared to x64 emulation and makes it easier for developers and researchers using these devices.

Note
I was able to build and run Charm++ on ARM64 with some manual changes (mainly modifying build files and configuring ARM64 toolchains), so official support seems feasible.
