How to test this PR?

Device Authentication flow + Copilot Chat

• Start a new workspace
• Wait extensions are installed and activated
• Sign In button should be displayed in the Chat panel - Copilot is not ready to use
• Click Sign In button and follow Device Authentication flow
• Try to use Copilot when you complete the flow
• Restart the workspace or start a new workspace - Chat panel should be ready to use - no need to run Device Authentication flow again
