Add Feature Flags section with Rollgate, LaunchDarkly and Unleash

Adds a new Feature Flags category with the top 3 tools, following the minimum-2-resources rule.

Why add this section

Feature flags are a fundamental primitive for modern software delivery — decoupling deployment from release, enabling gradual rollouts, instant rollbacks, and safe experiments. The current "Conversion Optimization & A/B Testing" category captures marketing-oriented tools (Optimizely, VWO), but none of the developer-oriented feature flag platforms are represented.

I'm affiliated with Rollgate. Per contributing guidelines, I'm disclosing this upfront and have also included two well-known competitors (LaunchDarkly and Unleash) to fairly represent the category. The section has the minimum 2 resources (3 in this case).
