Description of Changes
This check is outdated now that we have the
license/clacheck. It doesn't prevent us from merging PRs, but it shows a scary red ❌ on external PRs.We already stopped requiring this old check already, but this PR removes it entirely (because it is broken - it really only checks whether a PR was opened by an external contributor, rather than checking anything about the CLA).
