I've had agents also fully ignore skills when working, but considering this is super malleable, definitely open to experimentation.

I've noticed that some models/agents are not very good at picking up the changeset description rules and coding style tips in the AGENTS.md. However the git-commit skill is used every time.
This PR breaks the AGENTS.md out into skill files that will be loaded on demand when matching the triggers in the description.
