This PR adds the gh CLI to the cf-deployment-concourse-tasks Docker image.

As we try to introduce new kind-deployment validation job we need add gh cli.
As we try to introduce a new kind-deployment validation job we need to add the gh CLI. The gh CLI is installed from the official cli/cli GitHub releases and its version is automatically kept up to date via the existing Concourse pipeline.
