Java Buildpack v4.2

I'm pleased to announce the release of the java-buildpack, version 4.2. This release focuses on adding a number of new frameworks to the buildpack.

• Added Contrast Security Framework (via Donnie Propst)
• Added IBM JRE (via Bharath Appali)
• Added Metric Writer Framework
• Updated Introscope Agent Framework (via Dhruv Mevada)
• Added support for no_proxy hosts (via @mohanbabubb)
• Write terminal heap dumps to volume service
