Previously, make used the usual functionality, if the file existed, it did not build the target, but this caused issues where older binaries could be factored into container builds and the like. This wasn't really a problem for pipelines that start with blank filesystems, but it caused problems with prep-release and others that would pick up on vulnerabilities on older builds.
