FORCE_CUDA(_ONLY) not working

Just to have it on the record here, when trying to bake it into a container, forcing CUDA does not result in Cuda libraries being compiled. Can we avoid the check for Nvidia devices and simply compile the CUDA extensions if nvcc is available?
