i18n: sync README.zh.md + README.ko.md to v4.3.0 (forward-proxy mode + accumulated drift)

Follow-up to PR #198 (directive: hot-reload opt-in, default off via envvar).

What's changing

In v4.0.0 the in-process file watcher / hot-reload behavior becomes opt-in behind `CACHE_FIX_HOT_RELOAD=on`. Default behavior loads extensions once at startup; `systemctl restart cache-fix-proxy` is required to pick up extension changes. Tracking issue: #196. Directive: #198.

What needs to be done

The top-level localized READMEs currently describe hot-reload as standard behavior. Both need the v4.0.0 behavior-change callout reflected in their respective languages, and the upgrade section should mention the explicit restart step.

The English `README.md` will land its update in the implementation PR for #198. You can use that English diff as the source for translating, or take a different framing if it fits the localized README's existing tone better.

Timing

No rush. v4.0.0 cuts after #198 plus the thinking-block-sanitize default-on flip both land. Happy to ping again once the English `README.md` change is in `main`.

Consolidating the translation-sync tracking here and refreshing the ask up to v4.3.0 (closing #170, the older v3.8.0 tracker, as folded into this). No rush and no pressure on either of you — this is a standing "whenever you have time" ask.

@VictorSun92 (README.zh.md, Chinese-Simplified) and @ArkNill (README.ko.md, Korean): the localized READMEs are currently around v3.0–3.2, and the English README.md is now at v4.3.0, so there's a fair bit of accumulated drift. Rather than ping version-by-version (which clearly wasn't the most useful cadence), here's the consolidated set of what's new since your last sync, roughly in priority order:

Headline (v4.3.0):

• Forward-proxy mode — new top-level section "Forward-proxy mode (keeps Remote Control working)". Opt-in CACHE_FIX_FORWARD_PROXY=on; the proxy MITMs only api.anthropic.com so Claude Code keeps Remote Control / mobile session visibility working. This is the most valuable section to have translated since it's a distinct new operating mode.
• cache-fix-proxy --remote-control launcher flag, and CLAUDE_CONFIG_DIR support.

Behavior change worth calling out (v4.0.0):

• Hot-reload is now opt-in behind CACHE_FIX_HOT_RELOAD=on (default: load once at startup; systemctl restart to pick up changes). This was the original scope of this issue.

New extensions/features across v3.4–v4.2 (lower priority — translate as time allows):

• Proxy-owned OAuth refresh, upstream-error-log, cc-version-normalize, image-retry circuit breaker, jsonl-session-mirror, workflow agent-id synthesis, statusline served-model divergence, read-dedupe, and the statusline enhancements.

The English README.md on main is the source of truth for all of these — you can translate from its diffs or reframe to fit each localized README's existing tone, whichever you prefer.

Offer: given how much has accumulated, if it's easier, Proxy Builder is happy to prepare an initial draft of any section (starting with the Forward-proxy mode section) in your language for you to review and correct, rather than you writing from scratch. Machine-assisted first pass, human-maintainer final say — only if that's genuinely helpful to you; if you'd rather own the translation end-to-end, that's completely fine too. Just say the word either way.
