[Bug](Create Security group button): Error message persist on the Create security group Modal

Description
Error message shown on Create security group and it persist
Error during create security group: rule:create_security_group is disallowed by policy

Steps to Reproduce

1. Clicking on Create security group and filling the form in the modal triggers error
2. I close the modal
3. I click on Create security group and the error is already shown

Expected Behavior
Closing and reopening the modal should clear error message from the modal
AND
When the user do not have permission and in this case it is so they should not be able to see the create security

As a user with no permission to create the SG I should not be able to see the action
