ceph-rgw-overview: split dashboard (#49)

Split `ceph-rgw-overview` dashboard into `ceph-rgw-cluster-instance` and
`ceph-rgw-bucket-user`.
`ceph-rgw-cluster-instance` contains cluster and instance related
panels.
`ceph-rgw-bucket-user` contains bucket and user related panels.
