Add Load balancing Configuration to the Action Logon Request

As Aquila can't know, how an Action scales, the Action itself needs to communicate its scaling options.

The Enum should contain:
DISABLED (Do not Load balance)
SPLIT (Split configurations)

An Example:
Cron, Discord => SPLIT
Github => DISABLED
