Issue with draft pages as parents

When trying to set a draft page as the parent for another page, a 500 is thrown.
No error is thrown if a published page is unpublished.
This applies to both published and draft child pages.

The proper behaviour should probably be one of the following:

• a page with children shouldn't be unpublished
• pages can have a draft parent
