Improve widgets handling

Currently, you need to go to Settings, Dashboard, Widgets tab to be able to resize / move a widget. This is very confusing to many users, since I see multiple people asking how to do it in the main Trackmania server.

Propositions that might be better than the current implementation:

• Allow it when the user has the Openplanet UI visible
• or when the Dashboard settings are open, regardless of the tab

Some examples over the years, and this is just for "Widget tab" 😅

Some people (including me!) play the game with the Openplanet UI open at all times, so this is not an option.

This is an option, but I'm not sure it would necessarily improve the situation. If people can find the Dashboard settings themselves, they'll probably eventually find the Widgets tab anyway. Happy to be proven wrong on this though.

I personally don't think the friction is with Dashboard itself, but with "where do I find a plugin's settings".

Partially agree, people struggle with settings in general (see Ghosts++ recently with the game version check). Most people are used to be able to move plugins by just pressing F3 and dragging, I think that's also an issue here.

I don't know what the best solution for this is, it's not like the current implementation doesn't make sense. I was considering displaying a tooltip if widgets are hovered while not in the Widgets tab, but that might be ugly.
