• Introduced 'should_populate_log_context' flag in base task to conditionally call 'log_context.populate_from_sqlalchemy'.
• Set 'should_populate_log_context = False' for 'ProcessFlakesTask'.
• This change avoids an unnecessary JOIN query on 'repos' and 'owners' tables for logging context in 'ProcessFlakesTask'.
• Improves the performance of 'ProcessFlakesTask' by reducing database load.
