fix(ci): skip e2e tests on Dependabot PRs

Dependabot PRs can't access repo secrets, so e2e tests always fail
with missing CODEFLASH_API_KEY. Skip all three e2e job groups
(Python, JS, Java) when the actor is dependabot[bot]. The gate job
already accepts skipped jobs.
