Guide users through Finder File Provider enablement

Summary

• add typed File Provider readiness and Finder reveal commands instead of relying on error-string state
• guide the real Finder Enable step with automatic polling, continuation, and reusable source-setup recovery
• keep later-source recovery active when its dialog closes, surface terminal retry errors, and discard stopped poller results
• add a fresh signed bundle-ID harness that reliably reproduces the disabled Finder location and honors an explicit DMG

• npm --prefix apps/desktop test -- --run (90 tests)
• npm --prefix apps/desktop run build
• cargo test -p locality-desktop (183 passed, 1 ignored live test)
• swift test --package-path platform/macos/LocalityFileProvider (7 tests)
• make test-macos-prompt-test-app-installer
• cargo fmt --all -- --check
• signed prompt-test app reproduces Finder disabled state and small Enable control
• click-through automation was not run because the terminal lacks macOS Accessibility permission
