feat: deleted git-source appears in application dashboard

## What
update cf-argocd-extras image to b8c4451 (codefresh-io/cf-argocd-extras#107)

## Why
new event-reporter will not send parentAppId when parentApp doesn't exist in the cluster
this will help the platform not create these phantom parent git-source applications which actually does not exist anymore
