Description
Adds Marathi (mr) translations for the CodeIgniter 4 system language files.

This PR also:

adds the MarathiTranslationTest
registers the mr locale in the translation test suite
updates the README with the Marathi locale entry

Checklist:

Component(s) with PHPDoc blocks, only if necessary or adds value
Unit testing, with >80% coverage
User guide updated
Conforms to style guide
