Remove HTMLComponents target, migrate to swift-webpage/swift-documents

- Delete HTMLComponents target and all source files (moved to swift-webpage)
- Remove HTML Page target and test target from Package.swift
- Clean up test files per STANDARDS TESTING.md:
  - Remove redundant Support/Snapshots.swift
  - Remove redundant typealias in TranslatedString+HTML Tests
  - Move struct outside function in HTML.Document Tests
- Delete HTML.xctestplan
