This expands on comments in #17 regarding inclusion in this package and tries to set some basic expectations.
Mostly we want to set the expectation that most extensions won't be included in the common extensions metapackage.
This also ties in with colcon/colcon-core#527 which discusses how we can improve the discoverability of colcon extensions without including them in this or any other default distribution of colcon.
