Replace later bindingen and message binding plugins with ones from OmicronOSS

As an engineer, I would like to use the OmcionOSS later and data binding plug-ins to stay current with the development and use the most mature implementation.

Acceptance criteria:

Integrate these plug-ins into CoMPAS

Remove the old plug-ins both goose and sampled value (later binding / message binding)
