Handle v1 Tekton resources build type#1573

With tektoncd/chains#1363, Tekton Chains produces SLSA Provenance attestation where the build type is the v1 version of the PipelineRun and TaskRun resources. This commit changes the policy to *also* accept these new build types. Signed-off-by: Luiz Carvalho <lucarval@redhat.com>
