fix: Restore org-level reusable CI workflow - #202

Reverts the simplified inline workflow back to the org-level reusable workflow. The org workflow now uses v1.1.0 by default which includes the @main fix and emoji support. Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
