Bump yeoman-environment and oclif

Removes [yeoman-environment](https://github.com/yeoman/environment). It's no longer used after updating ancestor dependency [oclif](https://github.com/oclif/oclif). These dependencies need to be updated together.

Updates `oclif` from 3.17.2 to 4.23.8
