docs(ru): improve translation and formatting

This MR improves the Russian translation of the Conventional Commits specification by fixing several issues:

• Fixed a typo: replaced Latin 'C' with Cyrillic 'С' in "Семантическом".
• Corrected grammar: changed "начинается" to the proper verb form "начинаться".
• Standardized capitalization of "Семантическое Версионирование" as a proper noun.
• Applied consistent formatting and structure across the document.
• Fixed ordered lists to use correct sequential numbering (1, 2, 3... instead of all 1s).

These changes improve readability, accuracy, and consistency of the Russian version, making it more professional and aligned with the original specification.

All changes are non-functional and apply only to the Russian (ru) localization.
