.tekton: pull pipeline definition from bundle

Instead of defining the pipeline by setting all the specifications
with pipelineSpec, we switch to referencing the pipeline bundle
reference with pipelineRef. We swap modularity for simplicity, but
our build is standard enough that we don't need modularity.
