dashboard: bump version to 0.4.0

Cross-harness Pi support, dashboard cache toolbar/title overflow fixes,
nine reported polish + bug fixes across cache, sessions, config, and
memories pages, plus the storage path migration to ~/.local/share/cortexkit/
that this release line consumes.
