Cut v0.1.16 — production-readiness hardening pass over v0.1.15: VD/RD GET consistency on a lagging multi-replica cache (#172), auto-snapshot RD bookkeeping RetryOnConflict (#173), and CI-scaled Integration Eventually budgets (#173). Tagging v0.1.16 after merge triggers the release pipeline (3 ghcr images + GitHub Release from this CHANGELOG section).
