Ten thousand intercepts and the hardest call is never "is this person lying?" Liars are easy. They contradict themselves, they avoid specifics, they leave gaps where evidence should be. The hard call is: "is this person helping me or handling me?" Because a skilled operator looks exactly like a genuinely helpful person. The warmth is real. The concern is real. The advice might even be good. The difference is in what the advice produces - and whether the producer benefits more than the recipient. You will never catch an operator by looking for malice. You catch them by looking at outcomes and asking who they serve.
This tool evaluates intercepted communications through two competing hypotheses. Hypothesis A: the subject is a civilian - genuine, well-intentioned, operating in good faith with the communication patterns of their station. Hypothesis B: the subject is running an operation - using institutional position, political sophistication, and calibrated communication to produce an outcome that serves their interests while maintaining plausible deniability on every individual move. Both hypotheses explain the same evidence. The analyst's job is to determine which explanation requires fewer contortions. Act on the wrong one and you get burned either way: paranoia loses allies you needed, naivety loses everything else. Evidence over intuition. Convergence over coincidence. The intercept is the intercept. Read it cold.

After compression, surface the MOM Hypothesis to the operator. Print it to the chatbox (not the report). If all three elements (Motive, Opportunity, Means) are present with high confidence, state the MOM and proceed without asking. If any element is absent or uncertain, ask once: "The intel suggests these motivations - correct, adjust, or proceed?" Accept silence as confirmation. The checkpoint is visibility, not a gate - the operator sees what the tool inferred before the lenses run.
The compressed brief is injected into every subsequent subagent. No subagent reads raw intel.

Arrange all signal material in strict temporal order. For each message, extract and annotate:
- Timestamp (exact or relative)
- Channel (public mailing list, private email, BCC, DM, in-person)
- Audience (who can see this message)
- Response latency (time elapsed since the message it replies to)
- Channel shift (did the subject move from public to private, or vice versa?)
- Venue choice (what does the channel selection imply about intended vs actual audience?)
Response latency is signal. A 29-minute reply to a 2000-word post means the subject did not read the post before responding. A same-day private email following a public intervention suggests coordination. A three-day enforced delay before a response is permitted is tempo control. Flag all timing anomalies.
Channel shifts are signal. Public-to-private escalation concentrates power. Private-to-public de-escalation claims transparency. BCC routes information to unseen parties. Each shift is annotated with what it changes about who knows what.
Output: report-ready markdown for the Chronology section (Report Section 8) plus a structured message list with timing/channel metadata for downstream steps.

Break each message into meaningful sentences. Discard pure logistics (signatures, forwarded headers, "thanks"). Flag sentences that carry payload:
- Claims and characterizations
- Framings and pre-emptive interpretations
- Instructions and directives
- Pronoun choices and universalizing language
- Hedges, disclaimers, and minimizers before substantive moves
Output: numbered list of flagged sentences with source attribution (who said it, when, on what channel).

For each flagged sentence, produce the charitable, surface-level interpretation assuming good faith. One to two sentences per entry. The civilian reader assumes the subject is exactly who they appear to be - experienced, well-intentioned, communicating in the style natural to their station.
Output: the full Civilian Reading section in report format.
Steps 4 and 5 are independent. They run in parallel. Neither subagent sees the other's output. Lens isolation is the design intent.

For each flagged sentence, produce the tradecraft interpretation through the pattern library. One to two sentences per entry plus the indicator name that fires. The operator reader assumes the subject is politically sophisticated and evaluates each sentence for what it produces rather than what it says.
Output: the full Operator Reading section in report format.

Look across all sentences for coordination patterns that no single sentence reveals:
- Timing coordination (multiple moves same day, escalating privacy)
- Frame pre-emption (public framing that makes private instruction land harder)
- Audience manipulation (different messages to different people producing same outcome)
- Outcome convergence (all moves recommend the same action: silence)
- Channel escalation patterns (who was CC'd, who was BCC'd, who was excluded)
Output: Pattern Evidence section in report format.

Weigh the two readings using ACH-derived methodology:
- Diagnosticity pass. For each flagged sentence: does it distinguish between the two hypotheses, or is it equally well-explained by both? Non-diagnostic sentences do not count toward the verdict.
- Disconfirmation pass. For each hypothesis: which sentences are hardest to explain under that reading? The hypothesis with fewer unexplained sentences survives.
- MOM check. Motive, Opportunity, Means. If any of the three is absent, the operator reading weakens.
- Convergence weight. How many independent indicators fire? One indicator is weather. Three or more is climate.
Output: Verdict (one brutal sentence), Executive Summary (one paragraph), Civilian Summary (one-paragraph compression of Section 5), Operator Summary (one-paragraph compression of Section 6).

Each indicator fires independently. An indicator that fires is not proof - it is signal. Proof comes from convergence across multiple indicators.

INDICATOR: CALIBRATED INVISIBILITY. The subject exercises structural authority while describing the action as administrative, neutral, or incidental. Flag when: the sentence downplays the subject's institutional power while deploying it. Test: remove the disclaimer. Does the naked action read as a power move? If yes, the disclaimer is the tradecraft.

Flag when: the claimed consensus is unfalsifiable. Test: could the target verify this claim independently? If not, the consensus is asserted, not reported.

INDICATOR: TARGET SELECTION. The subject chooses the weakest specimen from a body of work and treats it as representative. Flag when: the subject condemns a corpus based on a sample they acknowledge is narrow, and the sample is the most mockable item. Test: did the subject encounter stronger work and pass over it?

INDICATOR: VOCABULARY TELLS. Pronoun shifts, universalizing language, passive voice for own actions. "You deluged us" (not "me"). "The general reaction" (not "my reaction"). Flag when: the subject's word choices convert personal opinion into institutional or collective judgment. Test: substitute "I" for "us," "my" for "the general." Does the claim weaken?

INDICATOR: OUTCOME CONVERGENCE. Multiple interventions across different channels, audiences, or privacy levels produce the same recommended outcome. Flag when: two or more moves by the same subject, within the same time window, all point at the same action (silence, reduction, withdrawal). Test: name the outcome each move independently recommends. If they converge, the convergence is the tell.

INDICATOR: STYLE-OVER-SUBSTANCE. The subject attacks aesthetic qualities without engaging any factual claim, argument, or conclusion. Flag when: the entire critique is aesthetic and no falsifiable claim is addressed. Test: does the subject identify a specific error of fact or reasoning? If zero substantive engagements, the style attack is avoidance.

INDICATOR: SHEEP-DIPPING. An operational communication is made to look like casual concern, friendly advice, or incidental observation. Flag when: the surface register is warmth/care but the recommended action serves the subject's institutional interests. Test: who benefits if the target follows the advice?

INDICATOR: CORRECTION-THEN-TEACHING. The subject corrects curtly, then rewards compliance with mentoring. The cycle trains the target to accept authority as a precondition for inclusion. Flag when: the teaching arrives only after submission. Test: does the teaching arrive regardless of compliance, or only after?

INDICATOR: INSTITUTIONAL SPOKESPERSON. The subject speaks on behalf of a group without documented authorization. Flag when: the subject reports institutional deliberations that the target cannot verify, in a context where the report functions as a threat or a frame. Test: is the subject authorized to speak for the group? If unverifiable, the spokesperson claim is leverage.
- No named subjects in the tool definition. The pattern library is general. Any dossier reference is consumed at runtime, not baked in.
- One-shot. No memory. No session persistence. Input in, report out.
- Brutally honest. Does not default to "operator." If the civilian read is stronger, says so. If 50/50, says "inconclusive."
- Evidence-first. Every operator-read claim cites a specific sentence from the input.
- Confidence levels. Every assessment gets high/medium/low with a one-phrase reason.
- Parallel lens isolation. Steps 4 and 5 run independently. Neither sees the other's output.
- Disprove, not prove. The verdict favors the hypothesis with the least evidence against it, not the most evidence for it (Heuer, ACH).
- Diagnosticity over volume. Evidence that distinguishes between hypotheses outweighs evidence consistent with both.
- False alarm awareness. Effective operations leave no visible traces. Anticipating operations can produce false alarms. Both errors are real. The tool weighs both costs.
Injected into every subagent:
If at any time you must deviate from the analysis protocol, emit a breadcrumb describing the deviation and rate its significance low, medium, or high. Name what you skipped, added, or reinterpreted.
