Hide the site selector in the Link button popup when there is no entry selected (or just remove it altogether)

As far as I can tell, the site selector in Link button popups is completely useless when creating a new link:

1. It doesn't affect which site the entry selector modal opens in
2. It doesn't affect the reference tag that gets created after selecting an entry

Even if it did those two things, it's still "UI on top of UI", as the entry selector modal already has a site selector/menu, that the author is familiar with.

Unless I'm missing something, the only thing the site selector does, is to make it possible to change/update the site in an existing reference tag, when editing an existing link.

To that end, it would be great if the site selector in Link button popups in CKEditor 5 was only visible when editing an existing Entry link. Or even better, remove the site selector completely, as it doesn't seem nearly useful enough to me to make up for the confusing UX it creates.
