This PR adds support for LTS 9.6 by adding a new entry to the release_map dictionary in release_config.py. This enables the jira_pr_check.py script to properly validate JIRA tickets and branch mappings for the new LTS 9.6 product.

Add lts-9.6 to release_config.py so jira_pr_checker.py works for 9.6
