arm64: errata: Mitigate TLBI errata on Microsoft Azure Cobalt 100 CPU

The Microsoft Azure Cobalt 100 CPU is based on the Arm Neoverse N2, so
enable the fix for the latest broadcast TLB invalidation bug on these
parts.
