Overview
Bumps @cube-dev/ui-kit from 0.116.3 to 0.117.0 and records the release notes in CHANGELOG.md for the two minor features (adds Layout.Header onBack, and layout panel sizing/natural-boundaries improvements).

Removes the now-consumed .changeset/* markdown entries for those features, leaving the repo in a published-state for the release.
