Re-enable neovim lua tests

luarocks fails with Error loading file: [string "/home/runner/.cache/luarocks/https___loadk.co..."]:201955: main function has more than 65536 constants and was disabled in test workflow.

Issue is known and tracked on luarocks/luarocks#1797 and it's now fixed.

I think the solution should be about moving from
https://github.com/leafo/gh-actions-lua
to
https://github.com/luarocks/gh-actions-lua

We initially chose the former as it is the original repo but the latter seems more maintained and is linked to luarocks that we use too.

Actually, just updating luarocks to 3.12 (we used to use 3.11) since the problem was in luaJIT, see luarocks/luarocks@ebe1327#diff-06572a96a58dc510037d5efa622f9bec8519bc1beab13c9f251e97e657a9d4edR33.

If 3.12 is the new stable, just re-enabling the neovim tests should be enough, and if not, just enforcing the version 3.12 should work?
